snmptrap port not listening with new install

I have installed a new instance of OpenNMS xxx, and I am having an issue receiving SNMP Traps.

When I do a netstat, I am only seeing OpenNMS listening on udp6 for snmptrap, I am not seeing udp listening.

udp6       0      0 [::]:snmptrap           [::]:*

Any thoughts?
