Yep.

Whatever you need it to be.  Usually you'd use 127.0.0.1 for IP, because
you do not want to expose the management interface to "the world".

For Port, anything that is not in use on your system otherwise can be
used.  I tend to use something like 21149 or so ("second port for openvpn")
but that is totally arbitrary.
