I'm the author of the Diagnosing Forwarding page.

If you haven't yet got #0 working, look into it.  Use tcpdump to examine
whether the packets are sent by the host running ping.  Use tcpdump to
examine whether the packets are received by the host being pinged.
Check the routing table of the host running ping.
