Yes, the modem for the internet connection may well be causing this. Please capture pppd debug logs and share them. These logs would show the negotiated options at the start of the connection. The negotiations can be compared between working and failing client. The negotiations can also be captured using wireshark or tcpdump. Proving the modem at fault requires packet captures using wireshark and tcpdump on both the client and the server side.
