[Proftpd-user] defaultroot behaviour 1.3.6-1.3.7a

Hello,

I upgraded proftpd on debian system from 1.3.6 to 1.3.7a and looks like 
defaultroot stopped working. mod_vroot is/was not used.

I have no virtualhosts (so main server config should apply) and configured 
proftpd like this:

# Use this to jail all users in their homes
DefaultRoot                     ~

I have tried to enclose this directive into <Global>:

<Global>
# Use this to jail all users in their homes
DefaultRoot                     ~
</Global>

now it works properly.

Is this a bug, fix or a change?
