proftpd by default bind to any interface, using default server for any 
host/port configuration that is not explicitly set by VirtualHost option.

SocketBindTight turns off this feature, so there is no default virtual 
server and proftpd only listens on interfacet you have configured 
VirtualHosts, to there is no default server. DefaultServer directive is 
useless in this case.

apparently ControlsSocket can't bind to the socket you have configured, 
because of next issue:

you apparently run proftpd from unprivileged user so it can't change to 
proper UID, this apparently causes the message above.
