Manager account

Hi all!

Im a newbie to the server... please bare with me:)

I wish to have two acconunts om my ftp serrver, one user account and one
manager account.
The user "ftpuser" will have a home folder of /home/ftpuser. Ftpuser
shall only have the right to put files and download files from a link
sent to him, no read rights.
The user "ftpmgr" shall have its own home folder or use the same as
ftpuser but ftpmgr shall have r+w+x so that he can remove/move files
around.

How can i set this up with pureftpd, will i need another copy running on
another port or can this be configured in the .conf file?
