what are the homedirs for the users?  IIRC, virtualchroot requires the homedir 
to end with a /./, so for instance, bob's homedir might be:
/home/ftp/bob/./

I've never done any --bind mounting, however you may want to look at the 
'real' permissions above the directory you're mounting, for instance:
/home/ftp/pub
/home/bob
mount --bind /home/ftp/pub /home/bob/pub

perhaps /home/ftp doesn't have execute permissions for bob.  I'm not sure if 
that makes a difference, but it's something to look at :)
