to reword this a little more clearly:
perhaps bob doesn't have execute permissions on /home/ftp (perhaps /home/ftp/ 
is owned by the 'ftp' user and has mode 700).  Again, I don't know how the 
permissions work in that situation but it would seem that --bind is simply a 
lower-level symbolic link :)

and to extend this a bit, having a new bind mount for every user just to put a 
directory tree inside another seems like it wouldn't scale :)
