Can't log in on other IPs

I have several IPs on one system.  I want any of the system users to be 
able to log in on any of the IPs, but if it's any other IP than the 
system main IP I get 530 authentication failed.

By default, all IP addresses assigned to your server can be accessed by 
real or anonymous users. You can restrict this with -e (only anonymous) 
or -E (only real) .  I'm using the -E option.

I'm unsure why the login works fine on the main IP but not on any other 
IP on the system.  The get connected, just fail authentication.  ideas?

The system is Fedora 3.
