Can't log in on other IPs

I have several IPs on one system. I want any of the system users to be able to log in on any of the IPs, but if it's any other IP than the system main IP I get 530 authentication failed. By default, all IP addresses assigned to your server can be accessed by real or anonymous users. You can restrict this with -e (only anonymous) or -E (only real) . I'm using the -E option. I'm unsure why the login works fine on the main IP but not on any other IP on the system. The get connected, just fail authentication. ideas?
