Precisely.  That is boilerplate text added to every article on 
CodeProject when a license has not been specified.

"might use", again part of the boilerplate text.  It isn't saying the 
author specified a license, it is merely noting that he *could* choose 
one.  None of the TSWindowClipper source  has a license specified, not 
even proper copyright statement.

If there's no other info about the license available then it looks like 
I should try to contact Martin Wickett and see if he would explicitly 
license under a GPL (or barring that, GPL compatible) license.

I was just thinking of the exe, so good point, no need to think about 
Tokenizer.
