Ah! There you have it.
It's reporting that your server does not allow to use 16 bpp that's why
it's falling back to 8bpp so, it's not a matter of resolution but color
depth. You should check if this specific session for some reason, if not
allowed to use this color depth. Perhaps some limitation on the RDP
configuration or policy.
Maybe it's a rdesktop bug but, from what I remember from the code, this
testing is quite straight: it asks the server about it's capabilities
and the server answers.
