Hi,

I never found a definitive solution but I have found some way to be
able to work.

1-on your local desktop configure 2 keyboard, 1 english and 1 french
2-in rdesktop set your keyboard to something french like cf-fr (try
different combinaison, this work for me in Quebec)
3-in your remote desktop, configure french and english keyboard

When you are connected, try switching local and remote keyboard... I
know this is not really and easy and clean fix but it work many time
;)

I work with over 30 terminal servers and not all server reacte the
same way.  Ok it's a configuration somewhere but I have never take the
time to really find THE correct configuration.

I hope that will help you to find a real solution,
