Yes, even without some major programming work.

 

Check "winexe" which runs on Linux and executes commands on Win.

AFAIR it is part of the Samba 4.x implementation or a part of another
project based on it.

It works very well.

 

We are using it to stop/start the Zabbix agent which monitors the server
and can execute

commands, e.g. to restart the "Print Spooler" but it is not able to
restart itself.

Yes, if you want to do some work.  Learn how to program sockets.  Have a
listener on the machine you launch rdesktop from.  Have the command on
the remote send it's output to a sender (you might be able to script the
telnet command).  Google for basic tutorials in TCP/IP.  There are tons
of examples in a variety of scripting and programming languages.  Expect
is a scripting language that could drive things like telnet.
