I suspect the issue Douglas is facing is that printer discovery via mdns/bonjour works by adverts from printers being sent to layer 2 multicast (NB Douglas: it's helpful to keep the concepts of a layer 2 VLAN and a layer 3 subnet separate, even though you may in practice have a 1-to-1 mapping of subnets to VLANs). And by design multicast/broadcast traffic is segmented within a VLAN. If you can arrange for a server that has an interface in every vlan, you can then install avahi and run it as a reflector to rebreadcast the mdns adverts it receives into all of the VLANs.
