libsilc added to Fedora

Libsilc (a subset of the SILC Toolkit) has been added to Fedora Rawhide
today. It will be released with Fedora Core 3.

The source package generates two binary packages; libsilc and
libsilc-devel. The first one is needed to run Silky and Gaim, the -devel
package is required to compile those.

Libsilc contains a patch that generates a pkg-config file, silc.pc, for
the library. This allows the clients to easily detech the location of
the libraries and include files.
