New SILCNet server

The silc.domum.net server is going away but new server has been set up (by 
same admin) to England.  The new server is silc.netstead.co.uk, with IPv4 
address 83.245.15.31.  The silc.domum.net server will be shutdown soon. 
The new server will be added to the silc.silcnet.org and to uk.silcnet.org 
names immediately.
