BSD license question

Hello,

   I am considering to use silc-toolkit in a proprietary product, licensing
silc-toolkit under the revised BSD license, as specified in silc-toolkit's
COPYING file.

  However, the "BSD" file included in silc-toolkit-1.1.9 does not have a
copyright block; it starts with:

Redistribution and use in source and binary forms, with or without
modification, are permitted provided that the following conditions are
met:

   1. Redistributions of source code must retain the above copyright
      notice, this list of conditions and the following disclaimer.
   2. Redistributions in binary form must reproduce the above copyright

      documentation and/or other materials provided with the distribution.

So conditions (1) and (2) refer to "the above copyright notice", which is
not there.

On http://www.opensource.org/licenses/bsd-license.php, the BSD license
template starts with:

All rights reserved.

So, what should I use ?  Something like:

Copyright (c) 1997-2009 Pekka Riikonen
All rights reserved.

Redistribution and use in source and binary forms, with or without
modification, are permitted provided that the following conditions are
met:

Or should that copyright statement include all the names specified in the
CREDITS file ?
