[WEB REQ] /oper -pubkey but silc-client request a passphrase - Silc Server / Silc Client

I have copied your basic server configuration but when i use the /oper command within the
silc-client, the client ask after a passphrase.
My adminsection looks like
Admin {
PublicKey = \"/etc/silc/adminkeys/chris.pub\";
};
The directory \"adminkeys\" is owned by root and has the permissons are \"drwxr-xr-x\"
the file chris is also owned by root and has the permissions \"-rw-r--r--\"
I don\'t anything in the logs or any hints with google.
maybe i dont get it ..
