The toolkit is not needed when connecting with gaim on windows. The error you listed could indicate few problems, one the silc server is not listening/running (at least not on the port you are trying to connect to), there is something blocking access to the port the silc server is listening on such as a hardware and/or software firewall. A few things to try, first verify your connecting to the right port (if you haven't changed the silcd.conf then the server should be listening on port 706.) Also test access to the silc server port using telnet from both the windows client and the RH server. When testing with telnet (telnet <IP|hostname> <port#>) telnet should connect and sit there doing nothing for about a 30seconds before finally disconnecting and outputting a short string of ASCII garbage to the screen with a message like, 'Connection to host lost'. Watching the /usr/local/silc/logs/silcd.log on the server should give you some notice about new client connections, including the telnet test. If you don't see the messages you either have logging disabled (it's enabled by default), a firewall is blocking the connection, or your are trying to connect to the wrong port (you can use netstat and lsof on the server to see what port silcd is really listening on.)
