There has never been consideration in IETF between XMPP (Jabber) and SILC.  
SILC was first submitted to Standards Track, which IETF refused, and then 
as individual submission for RFC, which is still waiting RFC Editor's 
decision.

As for development.  SILC is developed with pretty small group of people 
considering its size and various packages we provide.  Development help 
and contributions has always been appreciated.  There is development 
happening in CVS and as soon as stuff gets ready for release, new versions 
will appear.  TODO list is also Open Source, and freely available for all 
interested parties.
