I know it works for a client - I can not tell you whether someone
built silc-server on windows yet - probably it works with cygwin. You
will hardly find a simple binary to run under windows.

There are no binaries on the website.

For windows there are 2 clients which are downloadable as binary
releases, that's pidgin (http://www.pidgin.im/) and silky
(http://silky.sourceforge.net/).
<opinion>As I experienced silky as unstable and therefore annoying my
personal recommendation would be to use pidgin - which also has
unstable silc support - but actually it's less unstable.</opinion>
