First public preview of slrn 0.9.8.0

Hi!

First, I need to disappoint you: True offline support will be in 0.9.8.0,
but cannot be tested yet (support in slrn is almost complete, but I did
not even start hacking on slrnpull). Sorry.

Then again, quite a number of new features, bug and usability fixes is
already in place, so I decided to release a tarball preview so that those
of you who are eager to beta-test new code, but don't want to get daily
updates via CVS can already test those.

I'd be especially happy if someone could test the new GNU TLS support
(--with-gnutls instead of --with-ssl). I don't know any "secure" public
news server except secnews.netscape.com and the encryption used by them is
not supported by GNU TLS.

Translators: If you want, you can already send me updates for your po
files; however, I am quite sure that some strings will still be added or
