Thanks.  I didn't know new_subject_breaks_threads accepted anything other than
0 or 1 until I RTFM, which essentially exactly answers my question.
Setting it to 2
does what I wanted (or thought I wanted).

I now have "strict" threading, but in some groups, I notice very
broken threading
due to malformed posts, enough to make it annoying.  I may have to go back to 0;
will know after the weekend when rec.arts.sf.written piles on a few
hundred posts.
