For me speaking html and tex quite fluent (at least better than English) it was quite easy to hack some of the new stuff into the manual. (Added "charset display/outgoint/.." and "set fallback_charset", throw out some obsolete stuff). This might be a good starting point. Perhaps you are willing to lecture the changes?
