I had a similar problem in a brief experimentation with the windows
version (on my wife's computer I must stress!) and my apologies to
Thomas Wiegner for not following it up any further. The solution for
me was to simply add the path to the batch file:

+-------------------------
rem Batch file for slrn under windows

rem Sets the nntp server:
set NNTPSERVER=news.individual.net

rem Sets the utf-8 locale
set LANG=en_US.UTF-8

slrn -i slrn.rc -f jnews.rc
+------------------------

With of course hostname etc set in the slrn.rc file.

Apparently this experimentation was interrupting SHMBO's solitaire
games and had to come to an end :-).
