The problem is that the source code—aka the ‘prefered form for
modifications’— for *all* files in the tar is available. The file
manual.txt is an output, the source is manual.sgml. The question is not
if the source is somewhere on the net, but if it is in the tar. The other
advantage of having the SGML file in the tar would be to be able to build
other output forms like PDF or HTML.

The problem is not the version number but the number of changes. The diff
from pre111 to the release has more than 80 000 lines. I don't think the
release manager take this work and review this patch. And this changeset
contains the change with NNTP_Artnum_Type. But I'll ask if 0.9.9-1 can go
into Lenny, but I would like to wait some days, at least the default time
frame of 10 days for propagation from unstable to testing.
