slrn: new IRC channel

Hi,

I have taken advantage of the Freenode implosion to set a new slrn
channel on Libera.Chat. This new channel will at the very least
function as a social area for the slrn mafia but hopefully also
function as an area where slrn usage issues can be broached by both
new and old slrn users.
