Thanks to those who responsed. Yes, cygwin1.dll was missing from my 
environment. I wasn't using the full Cygwin install. The other response 
related to file rights is probably also valid but instead of trying to 
resolve the problem incrementally I went with the general suggestion of 
moving to copSSH. After doing that I was up and running in minutes.
