Howdy, I'm the guy that lead the development of the HPN-SSH patch. I 
really do hope to have a windows installable package soon. I just 
haven't had the time. However, I do want to point out that cygwin is 
really a bit of kludge if you are interested in performance under 
Windows. The *right* thing to do is to look for a native implementation 
of SSH - like Putty. Since Putty doesn't incorporate the HPN-SSH patches 
this doesn't help you immediately but over the long term pestering the 
putty developer for this sort of functionality would be the right course 
of action.
