I think all your proposals present viability implications either because
they are easy to scrap or too annoying for the users.
Since these days most performance oriented advertisers pay per click, my
suggestion is just to change the link URL of all items to an address
with an encrypted value that would be used by a server to either present
an intermediate ad page before proceeding to the content page according
to frequency capping parameters or just redirect to the real content
page directly.
I am sure that some site users will be annoyed, so I advise warning them
before starting doing this.
