It's following RFC 3023, as the validator explanation [3] says:

Note that, if you are serving content as 'text/*', then the default
charset is US-ASCII, which is probably not what you want.

I wouldn't lose too much sleep over this, few aggregators take any
notice of RFC 3023 anyhow. You might perhaps want to ask the host to
server .xml files as "application/xml"
