utf-8 encoding problem

Hi, 

I have encounterred some encoding problem when I am trying to parse 
this blog site: http://gblog.asongo.idv.tw/api/rss/?weblog=1 

If I use MagpieRSS  parser, it gave me ???????? instead of chinese 
characters. It works fine mostly when parsing other Chinese blog. 
Does anyone know what is the reason and how to work around?
