Ryan,

If your system has a summary field it sounds like you may be using
ExpressionEngine. I wonder if this is a Magpie issue or an issue with EE?

The default EE RSS feed template prints the summary field content for item
descriptions, i.e.

<description>{exp:xml_encode}{summary}{/exp:xml_encode}</description>

You may want to check the template to see if you still have the xml_encode
attribute. If it's there, it may be that EE is programmed to deliberately
strip out HTML encoding in the summary as it does with the title. Someone
may be able to correct me on this.

What I'm thinking of doing, as a workaround in a case where I want to have a
RSS item description with HTML encoding, is to create a custom entry field
using EE's custom weblog field admin. In my case I called it {byline}. You
can than adjust the RSS template to print that custom field in the place of
{summary} as in:

<description>{exp:xml_encode}{byline}{/exp:xml_encode}</description>
