Perhaps it was discussed before, but RSS 1.0 spec is not very
clear on this. It says in section 5.5:

"{item_uri} must be unique with respect to any other rdf:about
attributes in the RSS document and is a URI which identifies the
item"

So it says that URI is unique within given RSS document.
So when you refresh the channel you will fetch another copy
of the RDF file which is arguably could be considered different
RSS document and thus items URIs from first one does not have to
match second one.

Am I off here, or spec needs little clarification in this area?
