No you're right. Reusing URIs for different items is possible, but bad 
practice in my opinion. In RSS 1.0 two items with the same URI (same 
rdf:about) are considered to be the same item with two titles, two 
descriptions etc. That's how it will appear in the underlying RDF model.

Writing spec. text that says that item URIs must never be reused for all 
time is hard - look at the long long debates on atom-syntax for 
evidence. The best way to address it is to refer to the W3C TAG's recent 
"Architecture of the World Wide Web" document:
