There is no emdash etc. in ISO-8859-1. On my Windows PC, all the
browsers treat a declaration of ISO-8859-1 as if it was windows-1252.

But strictly, the range 0x80 to 0x9F are control characters in
ISO-8859-1.(They are euro-sign to Y-WITH-DIAERESIS in
windows-1252)

Maybe you can simply swithch to windows-1252 without other changes.

Maybe you can code emdash as &#x2014; etc.

Maybe change to UTF-8, but that involves a change of encoding for all
non-ASCII charaters.
