In v0.91 there were the damnable skipHours options.  While
overly-complicated to honor well in software, the basic principle of
communicating feed update times seems valuable in resolving the main
complaint about RSS, the too-frequent-access issue and what it does to
bandwidth.

In reviewing the v1.0 spec at http://web.resource.org/rss/1.0/spec I
was unable to find anything similar to skipHours, or any other
mechanism to communicate what would constitute a redundant download.

Did I miss something obvious?

Is there an FAQ somewhere I could brush up on before posting too many
newbie questions here?
