At the current time, I don't think there is any official version of
RSS (by official, I mean "endorsed by an official standard body") so
the question is hard to answer. ATOM is currently making its ways
through standards channels and may eventually become an "official"
standard but it will take a while.
This leaves us with RSS 0.90, 0.91, 1.0, 1.1, and 2.0. At this point,
the question becomes one of "who owns the market?" (possession is
9/10th of the law :) ) so you have to look at it from different
angles. If you're looking at blogs, you probably will see RSS 1.0 and
ATOM being in the lead. This is largely due to the support
MoveableType and Blogger has for those services. If you're looking at
media companies, it looks like they are pushing RSS 2.0 (I'm basing
this on a cursory look at sources like Business Week, the New York
Times, Reuters, etc...)
So, pick a version based on your needs:
If you need to be able to be RDF compliant, the RSS 1.0 is good for
you.
If you think RDF doesn't matter that much, look at RSS 2.0.
If an "official" stamp of approval is important to you, wait for ATOM.
... or better, do as I did and support them all ;)
Realize however, that it matters little, as most RSS readers out there
can consume all the popular types...
