Ok, here's a usecase:

An anti-virus company distributes notifications to fetch updates via 
RSs with the updated software in the enclosures.

The Apache HTTPD module distributes notifications to fetch 
security-related patches via RSS with the patch itself in the enclosure.

Are there others?  Let's work through practical benefits of a more generic 
mechanism.
