Hey Danny,
Annodex will do the clipping aspects of what you're after, but not the
description/transcript/etc.
You might want to talk to MusicBrainz folk about how/whether it can be
used for metadata on arbitrary URLs. Best place to reach them is
#musicbrainz on freenode.
