Consider a video that is made of up 2 video clips. We'll call them... * Clip A * Clip B Let's say "Clip A" is hockey game from last weekend. And let's say "Clip B" is a post roll ad -- an ad shown at the end of the "video". Since "Clip A" is static and unchanging, the user agent can pre-fetch is whenever it wants. And, in fact, would be encouraged (somehow) to do so. (This is what you see user agents currently doing with the RSS <enclosure>.) "Clip B", however, is different. Since it is an ad.. and the ad shown changes all the time... you can NOT pre-fetch the ad. You need to wait until the last minute to download the ad. So... you need at least 2 different semantic concepts. You need to be able to specify that some video clips can be pre-fetched whenever and as early as the user agent wants. And for some video clips you need to wait until the last minute before downloading them.
