Absolute URLs are required in RSS 2 descriptions or not?

The online feed validators are claiming that relative urls are not
allowed in html inside of the description element in RSS 2. And I've
read many people saying that online.

Is that a myth?  Where in the spec does it say that?

It talks about it for <link> and <url> elements being absolute but not
<description>.
