It doesn't say you can't in the spec, but neither does it say you can, 
or how to calculate absolutes from relatives. This has resulted in many 
RSS readers which don't work with relative URLs. As such, the 
convention is not to use them.

This is something the profile might address in a future version, if not 
already.
