UTF-8 support for clipboard copy/paste

Dear TightVNC community,

This my message is sort of recall to message in this very maillist from 2014 with the request/question concerning UTF-8 support for clipboard exchange in TightVNC server/client ([1], [2]). There is an issue [3] in TigerVNC github requesting the same. The comment states:

> This is a limitation of VNC's clipboard protocol. UltraVNC has made some extensions to it, but they are currently not documented and no one has yet to look at porting it over to TigerVNC.

Probably this feature can be added without breaking the backward compatibility with old clients? Although my opinion is that in 2019 there should be no reason to look back.

I have noticed further that Guacamole [4] supports UTF-8 clipboard exchange in guacd daemon (communicates VNC protocol using libvncclient.so):

so it seems that the support is present in tightvncserver v1.3.9 which I am using.

How to enable this feature in TightVNC client (I am suing one for Windows)?
