Unable to eliminate vertical scroll bar

Good morning, I hope someone can tell me what I am doing wrong. I have a Raspberry Pi 3B+ running Raspian with X11vnc. The display is a 19" TV with HDMI input, dimensions 1360x768. On the workstation, a HP 6305 SFF, I am running Slackware 14.2 (stable) and XFCE, with tightvnc 1.3.10 installed from the usual Slackbuilds collection. The monitor is a Dell E173FP, dimensions 1280x1024. They are connected through a Gigabit Ethernet switch, and I can view desktop:0 with no issues. There is a firewall running a m0n0wall fork between my networks and Roadrunner. I have no problem with the horizontal scroll bar on the viewer, but I am unable to increase the height of the window enough to make the vertical bar disappear. Interestingly, at full height the amount of vertical movement appears to be the height of the horizontal bar. Is there a setting I am missing to allow an increase in the window height?
