The horizontal scroll bar in combination with the window borders and the 
menu bar is probably creating the vertical scroll bar.

1024-768 = 256 pixels for difference in screen heights.

I am not running TightVNC on any linux box so I can be certain, but each 
border is at least 1 pixel for the window, the top border with TightVNC 
Viewer and connection info with min/max/close buttons occupies several 
pixels, and the menu bar with the various icons is more pixels, then you 
have the horizontal scroll bar adding more pixels.  Add them all up and 
you probably have over 256 pixels (diff in physical screen sizes).

TigerVNC on Linux uses an F8 function key to drop down menu, reducing 
the number of vertical pixels needed on client display.

Try using "Full Screen" mode for TightVNC.  That will eliminate extra 
pixels (except scroll bar).
