Can't connect to windows Tightvnc server with any screen saver active

I had a hellava time figuring this one out. I could connect to tightvnc on windows

from home, but couldn't outside the house. From home, even on public internet I

could connect from my phone, or connect my laptop to my phone's hot spot. I would

leave the house, and it didn't connect. From the error messages it pointed to a

firewall issue. I was playing with Norton Firewall settings for days, even disabled

the firewall. I though I had it nailed, but then after I was out of the home for a while

I couldn't connect even with the firewall disabled.

Last night it finally hit me when I came home, tried it from my phone and the connection

failed. After I touched my mouse it worked. I then set my screen saver to 5 minutes

time to run some tests and prove it. It doesn't matter what the screen saver is, as

soon as it activates, logins are refused (last test was "bubbles").

It's not like all ports are closed because my daughter and friends play minecraft from a

server I have on my PC all the time with a screen saver running and I also have an FTP

server that was working fine.

I was probably a year behind from the current version, but earlier in the week trying

to figure this out I installed 2.8.59 64-bit. Windows version is Win10 Pro 64-bit 20H2.

Bug? Known issue? Some setting I don't know about that would keep the ports from

being open with a screen saver active?
