[PATCH] three new attributes and some minor changes

Hello,

attached a patch which adds three new attributes and update/correct/ 
clean up some other stuff.

The changes in short:

- change some variable names in tinrc file (regarding doc/config- 
anomalies) and increase tinrc file version number
- add date_format and news_headers_to_[not_]display as attributes
- remove the global news_headers_to_[not_]_display_array and  
num_headers_to_[not_]_display
- rearrange struct t_attribute to avoid padding within the struct
- correct options_menu.c:UPDATE_INT_ATTRIBUTES() and  
UPDATE_STRING_ATTRIBUTES()
