tin 1.7.7 on Cygwin: Posted article timestamps are in the future

I recently downloaded and compiled tin 1.7.7 on Cygwin (Running on a Win2K box). The compile and installation went through with no problems, but when I post articles to my local NNTP server the time stamp on the posted articles is 12 hours and 40 minutes in the future. I checked with 1.6.2 and it shows the same problem as well. I have checked the time displayed on the system clock and that returned by the 'date' command on Cygwin as well and both are correct. I couldn't spot anything in the tinrc that seemed to be a timezone or date related setting, and googling for it didn't throw up anything relevant. Could someone here shed light on why this is happening and how to fix it ? Thanks in advance A
